At the end, talking about carefully wording new statues, I understand that no means no, but one thing to consider might be, if you block them and then they find another number and keep harassing, that might be something you can have for a level of doing due diligence to stop the harassment for the victim. Not changing a number or email or anything, but just blocking them. That shows they are not getting the message and probably won’t stop. Just a thought
